Urban League of Hudson County assists individuals interested in becoming self-employed family childcare providers by processing applications for state registration, conducting home inspections, and monitoring registered family childcare homes for continued compliance with New Jersey State regulations.
Individuals who wish to obtain state registration to provide family childcare services must complete an application package, which includes the Provider Application, Criminal Disclosure form(s), Provider Health Examination Form, Provider TB Test Form, two references, Child Abuse Record Information (CARI) Consent Forms, and Federal Criminal History Record Information (CHRI) Forms. Applicants must also complete a home inspection and pay the required $25 registration fee.

What is a Family, Friend, and Neighbor Provider?
A Family, Friend, and Neighbor (FFN) provider is a term used to describe a childcare provider who is not registered pursuant to the Manual of Requirements for Family Child Care and whose home has been evaluated and authorized for payment through the Department of Human Services childcare subsidy programs using the State's Family, Friend, Neighbor & In-Home Provider Home Inspection Checklist. Unregulated relatives, friends, or neighbors may be eligible for approved home status.
The term In-Home childcare provider refers to an FFN who provides childcare services in the child's own home for fewer than 24 hours per day.
Before an FFN provider is approved and eligible to receive child care subsidy payments, the provider must submit a Child Abuse Record Information (CARI) background check 14 years of age, fingerprinting household members 18 years and older and pass an inspection of the home using the State's Family Friend, Neighbor & In-Home Provider Home Inspection Checklist, participate in an orientation (described below), and be certified in pediatric and adult Cardiopulmonary Resuscitation (CPR) and First Aid.
Orientation:
Applicants, Registered Providers (FCC), (FFN), and Approved Homes must first obtain a New Jersey Workforce Registry number through www.NJCCIS.com. Once a registry number has been obtained, applicants may register for the required training and additional professional development courses through www.childcarenj.com or the NJ Workforce Registry.
Adult-Pediatric First Aid/CPR/AED
Certification in First Aid, CPR, and AED is required before a Certificate of Registration can be issued or approved for an FFN/Approved Home.
CPR certification must be obtained through a nationally recognized organization such as the American Red Cross, American Heart Association, or National Safety Council.
Registered and Approved Homes providers are required to maintain current CPR and First Aid certification throughout the duration of their registration or approval.

Training Requirements to Become a Provider
An 18-hour pre-service training is required:
2-hour Family Child Care Orientation
8-hour Health and Safety Training, including Foundations of Child Development
2-hour Child Abuse and Neglect Training, including mandated reporting and child maltreatment
6-Hour First Aid/CPR/AED Certificate
